The Scaled Agile Framework defines seven core competencies of business agility: Lean-Agile Leadership, Team and Technical Agility, Agile Product Delivery, Enterprise Solution Delivery, Lean Portfolio Management, Organizational Agility, and Continuous Learning Culture. Together they describe everything an organization must be good at to deliver value at scale — and they're the backbone of how SAFe structures its courses, assessments, and roadmap.

1. Lean-Agile Leadership
The foundation competency. SAFe is explicit that transformations live or die on leadership behavior — leaders must understand the Lean-Agile mindset, apply its principles in their own decisions, and actively lead the change rather than delegate it. This is the heart of the Leading SAFe curriculum.
2. Team and Technical Agility
The delivery engine: cross-functional Agile teams, organized into teams-of-teams on an Agile Release Train, applying built-in quality so speed doesn't rot the codebase. Team members earn it through SAFe for Teams (SP); team coaches through the Scrum Master track.
3. Agile Product Delivery
Customer centricity plus cadence: design thinking to build the right thing, PI Planning to build it together, and DevOps with release on demand so the business ships when it chooses. Product Owners and Product Managers live here — it's the core of the POPM and Agile Product Management certifications.
4. Enterprise Solution Delivery
The competency for truly big systems — hundreds of practitioners, hardware and software, compliance regimes. It extends the framework with practices for coordinating multiple ARTs and suppliers around a single solution. Most organizations meet it only after the earlier competencies are solid.
5. Lean Portfolio Management
Where strategy meets funding: portfolio vision tied to strategic themes, value streams funded instead of projects, portfolio Kanban for visibility, and lean governance replacing stage gates. Portfolio leaders formalize it with the LPM certification.
6. Organizational Agility
The competency that spreads agility beyond product development — lean-thinking people across the business, strategy that can change direction quickly, and business operations that flex with it. It's less a course and more the cumulative outcome of the transformation.
7. Continuous Learning Culture
The sustaining competency: a culture of relentless improvement, innovation, and learning — retrospectives that change things, Inspect & Adapt at the train level, and an organization that treats learning as work, not overhead.
How the Competencies Are Used in Practice
As a maturity map. Scaled Agile's Measure and Grow assessments score an organization against each competency to show where the transformation actually stands — useful ammunition for prioritizing next steps.
As a curriculum. Every SAFe certification maps to competencies, which is why role selection matters: leaders need the full-spectrum view (Leading SAFe), teams need Team and Technical Agility (SAFe for Teams), portfolio leaders need LPM.
